The Chamber
The Baden-Württemberg (BW) Chamber of Engineers was founded early 1990 in Stuttgart after the promulgation of progressive
legislation by the federal legislator, the Landtag of Baden-Württemberg. At the end of 1989 this federal parliament had established the
legal basis for this new institution. It is a public corporation and carries out public duties on its own responsibility.
The state government of Baden-Wuerttemberg expects “great things” from this chamber, in particular official supervision of the profession
and upholding of the interests of society - safety, protection of life, the environment, and other essential public interests.
The Baden-Wuerttemberg minister of economic affairs: I have clearly pointed out the responsibility of the engineering profession.
We are hoping in this way
- that a considerable amount of deregulation can be achieved
- that the chamber will pay attention not only to the supervision of the profession but also to the safeguarding of public interests.
The profession of consulting engineers is of increasing importance
- in the technological renewal of our economy
- in preventative planning
- in the protection of the environment
- in the economical handling of progressively dwindling resources.
All 16 German Chambers of Engineers are organized under the roof of the Bundesingenieurkammer ( Federal Chamber of Engineers - www.bingk.de).
This private corporation represents the engineer's interests on the political levels of Germany and Europe.

Management board. Quality Offensive
The General Meeting of the BW Chamber of Engineers (meeting of all members) elects the management board consisting of a presidium,
treasurer and four board members. The first elected BW president, Gert Kordes, described the work of the chamber as follows:
"In establishing the Chamber of Engineers we have launched a `quality offensive´ which will emphasise the reliability of consulting engineers.
Customers must have the assurance
- that the engineering services available are of the highest quality
- that planning and consultancy are objective and free of supplier interests
- that the consulting engineer personally stands by his/her services.”
The General Manager of the BW chamber, Manfred Pfaus, pointed out: "The Chamber of Engineers is a service-centre for its members,
for their costumers and for all people who are looking for high standarded quality of engineer’s services."

Members. Consulting Engineers
Any person who is authorised to use the title `engineer´ (defined by law) may join the chamber as a member. - “Consulting Engineer” is
legally protected. He or she has to be registered in the Chamber. Main conditions for registration:
- proven engineer
- sole responsinbility
- independent
- professional experience of at least 3 years
- sufficient liability insurance
By registration the engineer becomes member of the chamber. - The BW chamber expects around 3.000 consulting engineers working or
living in the federal state of BW.

Generalists and Specialists
Consulting Engineers are generalists in the planning field. They are specialists - depending on their education and experience - in the
following areas:
- building engineering, building planning, project management
- engineering structures, supporting framework planning (structural analysis, testing structural analysis)
- technical equipment and energy, acoustics and thermal building physics
- geotechnology and soil mechanics
- electrical engineering, plant and mechanical engineering, conveyance and storage technology
- surveying - represented by consulting surveyors resp. by chartered consulting surveyors
- urban and regional planning, traffic and route planning
- environmental and waste technology, domestic water supplies, hydraulic engineering and agriculture
- process engineering for biology and chemistry
- automotive engineering, information technology/engineering IT/technical data processing
The consulting engineer provides a state-of-the-art service and as such must continuously refresh his/her knowledge.
Consulting Engineers are to be found in small organisational units (including one-man offices), small and medium-sized engineering groups,
partnerships, engineering companies, and large scale concerns with hundreds of engineers and technicians. (The largest offices are in the
form of joint-stock companies).
Work is usual carried out on a regional basis, but there is also an appreciable number of engineers in the chamber who have planned
projects and worked with customers throughout the world and who have themselves become internationally renowned: through bridges, towers,
industrial sites, housing estates, sewage plants, airports, etc. - Consulting Engineers continue to play a major role in the task of the
century

Separation of Planning and Execution - A Constituent of BW Grown Building Culture
Separation of planning and execution is a constituent of the grown building culture in BW. It develops innovations, it creates transparency
in all processes. The responsibilities are clearly regulated. - Clever orderers and innovative engineers correspond to the modern request
to today's building, which rise under other one from the desire, to receive everything from one hand. - The general contractor is not the
only solution of this request by any means.
The chamber of engineers (likewise the chamber of architects) recommends the separation of planning from execution.
The execution supervision is here the indispensably necessary third leg of quality-conscious building.
Without the trained construction supervisor should nothing be done. His assignment saves high costs, which otherwise
regularly are following by building damage or processes before courts. Expensive self appointed damage guards are not necessary,
if the principles of a good planning and an assigned execution supervision are considered.
The principle separation of planning and execution does not exclude that Consulting Engineers cooperate with all professions
related to the fields engineers are working in.

Competition
Engineering competitions provide a useful stimulus for the transfer of knowledge and its practical application.
The customer lays is planned projects open to the "ideas market" and invites competitive bids from engineers who can be expected
to provide innovative concepts. – The chamber gives advice and supports the necessary procedures.

Europe and globalisation
Engineers are looking expectantly to developments in Europe and around the world in the direction of liberalisation, free passage
across frontiers and the transfer of goods (and ideas) in accordance with market laws.
The Chambers of Engineers and their members fully support these momentous objectives but feel the need to point out that in the
building sector the traditional heritage on the one hand and safety on the other must not be abandoned. Nor may the creative skills
of the architect and engineer and the philosophy of safe and sound building be sacrificed to market forces.
